Bloqueos de emisiones y represión en Aysén: la libertad de informar dentro del conflicto social

Catorce delegados del movimiento social de la región de Aysén, entreellos el portavoz Iván Fuentes, planean entrevistarse este jueves 22 de marzode 2012, en Santiago, con el Ministro del Interior, Rodrigo Hinzpeter, con elfin de encontrar una salida al conflicto que agita desde hace cerca de dosmeses a esta región de la Patagonia. Reporteros sin Fronteras desea que esas negociacionesgaranticen la preservación de las libertades constitucionales fundamentales,como aquella de informar y de ser informado.

“El problema no se resolverá con gas lacrimógeno”, dijo a la prensa elpresidente del Senado, Camilo Escalona. El General Director de Carabineros,Gustavo González, también admitió públicamente ante los diputados la excesivarepresión emprendida por sus tropas en la región. Reporteros sin Fronteras aseguraque el problema se agravará si, además, se reiteran las maniobras de bloqueo deacceso a la información en la región. “Aislar a Aysén del resto del país es elmedio más seguro para perder todo control de la situación y librar a la regiónal caos y a la violencia. La información constituye también una garantía entales circunstancias”, declaró la organización. El conflicto en Aysén provoca movilizacionesen otras partes del país y, aún allí, la seguridad de todos aquellos quetrabajan con la información está más que nunca en cuestión.

A los enfrentamientos de la noche del 20 de marzo se sumaron cortesregulares de las comunicaciones y de las conexiones. El sitio web de laestación regional Radio Santa María (http://www.radiosantamaria.cl/rsm/index.php) sufrió importantes perturbaciones y lossitios espejo o streaming creadospara evadir estos bloqueos estuvieron varias veces inaccesibles durante lajornada del 21 de marzo. Según nuestras fuentes, la empresa que provee elservicio de Internet reconoció haber suspendido la conexión, mientras quealgunas autoridades acusan a los medios de comunicación de haber “incitado” ala población local a manifestarse. ¿Puede reprochársele a Radio Santa María haber informado a su auditorio del envío de unnuevo contingente de carabineros a Aysén? Feroz, la represión se saldó con ladetención de 20 personas en Coyhaique, entre ellas el camarógrafo de Canal 3 (afiliado a Radio Santa María), VíctorHugo Gómez, quien fue liberado al día siguiente.

Radio silenced, police crack down as battle for hearts and minds rages in Aysén

Fourteen leaders of the protest movement in the remote Patagonian area ofAysén, including its spokesman Iván Fuentes, are due to meet the Chileaninterior minister, Rodrigo Hinzpeter, in Santiago today to seek a solution tothe unrest that has shaken the region for the past two months.
 
Reporters without Borders hopes the talks will ensure that basicconstitutional freedoms, including the right to inform and be informed, arepreserved.

“The problem will not be solved by the use of tear gas,” the presidentof the Senate, Camilo Escalona, told the media.

The head of the carabinerosmilitarized police, Gustavo González, haspublicly admitted to members of parliament, that the harsh crackdown by his menin the region has been excessive.

Reporters Without Borders is in no doubt that the problem will get worseif attempts to block access to information in the region are repeated.

“Cutting Aysén off from the rest of the country is the best way to losecontrol of events and to ensure the region descends into chaos and violence,”it said. “The flow of information is the best insurance in such circumstances.”

The dispute in Aysén has earned support in other parts of the countryand there, too, the safety of those who work in news and information is morethan ever at risk.

As well as violent clashes two days ago, communications and networkconnections have been cut off on a regular basis.  The website of the regional station Radio Santa Maria (http://www.radiosantamaria.cl/rsm/index.php)has suffered major disruptions and its mirror and streaming sites, created toget around this, were inaccessible for part of the day yesterday.  

According to our sources, the station’s Internet service provider isbelieved to have admitted cutting the connection while some officials haveaccused the station of inciting people in the area to demonstrate.  Is it a crime for Radio Santa María to have informed its listeners that a freshcontingent of carabineros has been sent to Aysén?

The harsh crackdown resulted in the arrest of 20 people in Coyhaique, includingcameraman Victor Hugo Gómez, who worksfor the Radio Santa Maria affiliate Canal 3. He was released the next day.

Blocages de transmissions et recours à la force en Aysén : la liberté d’informer au cœur du conflit social

Quatorze délégués du mouvementsocial de la région Aysén, dont le porte-parole Iván Fuentes, doiventrencontrer ce jeudi 22 mars 2012 à Santiago, le ministre de l’Intérieur RodrigoHinzpeter, afin de trouver une issue au conflit qui agite depuis près de deuxmois la région patagonne. Reporters sans frontières souhaite que cespourparlers garantissent la préservation des libertés constitutionnellesfondamentales, dont celle d’informer et d’être informé.

“Le problème ne se résoudra pasavec du gaz lacrymogène”, a déclaré à la presse le président du Sénat, CamiloEscalona. Le général directeur des carabiniers, Gustavo González, a lui aussiadmis publiquement, devant les députés, la répression excessive menée par sestroupes dans la région. Reporters sans frontières assure que le problèmes’aggravera si se réitèrent, en plus, les manœuvres de blocage d’accès àl’information dans la région. “Couper Aysén du reste du pays est le plus sûrmoyen de perdre tout contrôle de la situation et de livrer la région au chaoset à la violence. L’information constitue aussi une garantie en de tellescirconstances”, a déclaré l’organisation. Le conflit en Aysén mobilise dansd’autres parties du pays et là encore, la sécurité de tous ceux qui font œuvred’information est plus que jamais en question.

Aux affrontements de la soirée du20 mars se sont en effet ajoutées des coupures régulières de communications etconnexions. Le site de la station régionale RadioSanta Maria (http://www.radiosantamaria.cl/rsm/index.php)a subi d’importantes perturbations et les sites miroirs ou streaming mis enplace pour contourner ces dernières étaient parfois hors d’accès durant lajournée du 21 mars. D’après nos sources, l’entreprise prestataire de serviceInternet aurait reconnu avoir suspendu les connexions, alors que certainesautorités accusent le média d’avoir “incité” les populations locales àmanifester. Peut-on reprocher à RadioSanta María d’avoir informé son public de l’envoi d’un nouveau contingentde carabiniers en Aysén ? Féroce, la répression s’est notamment soldée parl’arrestation de vingt personnes à Coyhaique, dont le cameraman de Canal 3 (affiliée à Radio Santa Maria), VictorHugo Gómez, libéré le lendemain.
